In 1921, Cyril and his family left Russia and moved to Berlin. His artistic talent was recognised at an early age, and several newspaper articles were written about his precocious talent. Having fled Berlin in 1933, Cyril settled in Paris, and attended the National School of Applied Arts. He designed posters from the 1930s through to the 60s. In the 70s he abandoned movie posters and focused on illustration for book covers, returning to work on a few posters in the early 80s. Cyril’s brother, Igor Arnstam was also a poster artist.
